Position Description
Specialist/Sr. Specialist to manage and update the terminal's Title V Operating Permit as needed, and establish and implement programs to ensure compliance with applicable Federal, State, and Local air compliance regulations. The position also provides support for air permitting efforts throughout the region. This position reports directly to the Regional EHS Manager.
Key Job Responsibilities/Accountabilities
o Prepare and submit Title V Operating Permit and State Operating Permit modifications and amendments as applicable to accommodate terminal and customer operating requirements.
o Prepare and submit timely Title V Operating Permit renewals.
o Work directly with the Regional EHS Manager, Terminal Manager and the Regional Compliance Assurance Manager to implement all requirements of the Title V Operating Permit.
o Work with terminal field staff to establish correct record-keeping and documentation procedures.
o Implement and manage MACT compliance programs.
o Prepare and Submit periodic reports as required by the Title V Operating Permit, NSPS standards and NESHAP standards.
o Collect, organize and verify monthly data for emission calculations.
o Prepare and submit an annual emission inventory to LDEQ.
o Review new customer/product inquiries throughout the region to identify regulatory requirements for the proposed product.
o Assist the regional engineering department in identifying the most efficient and cost effective control devices for emission reductions mandated by regulatory compliance.
o Make emergency notifications as directed by the Regional EHS Manger or Compliance Assurance Manger to applicable regulatory agencies pursuant to the Title V Operating Permit, Facility SSM plan, and state and federal requirements.
o Conduct periodic compliance audits, including the review of monitoring system data and calibration checks.
o Work with the LDAR contractor to ensure appropriate monitoring events are scheduled and conducted, and review LDAR reports prior to submital to LDEQ.
o Conduct air permit training throughout the region as needed.
o Update and manage OPS Info compliance tracking system to address changes to the Title V Operating Permit and new state and federal regulations.
o Prepare compliance procedures for each applicable MACT standard, including monitoring, record-keeping and testing requirements.
o Research proposed regulations and summarize potential impacts to the terminals in the region.
o Other duties as required.
Position Requirements
Requirements:
o 3
years of experience maintaining and managing air compliance in LA or TX. MACT compliance experience a must.
o Excellent written and verbal communication skills.
o Working knowledge of regulations, policies and prevailing cultures of Terminal operations and strong communications skills with employees, supervisors and, regulatory agencies.
o Previous experience implementing policies and procedures.
o Ability to provide quick and efficient responses to sensitive issues where a high level of technical and systematic thought processes is required.
o Experience evaluating, providing advice and implementing solutions for technical permit compliance issues.
o Requires contact with all levels of employees and management and will deal with numerous Federal, State, and Local regulatory agencies and consultants.
o Ability to work on multiple projects under pressure within deadlines as well as interact with management, peers and regulatory agencies with self-confidence, poise, and professionalism.
o Must exhibit ability to function with limited supervision.
o Demonstrated project management skills and experience implementing new policies and procedures.
o Excellent computer skills - Microsoft Word, Excel, PowerPoint, Access and Internet Search Engines.
o Required to carry a company-provided cell phone, and be available to respond during working and non-working hours.
o Must be willing to spend extended periods of time in the outside observing operations, conducting inspections, training employees, and assisting with procedure development.
o Ability to manage multiple projects simultaneously-under pressure within deadlines.
o Excellent command of Clean Air Act regulations and Louisiana Air Quality regulations. Experience with the Clean Water Act and RCRA regulations a plus.
o Must be able to obtain TWIC (Transportation Worker Identification Credential) as issued by TSA (Transportation Security Administration).
o Must possess and maintain a driver's license and a driving record satisfactory to the Company and its insurers.
o Successful completion of a background check and drug screen upon offer.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
